Evaluation framework

The Authority has developed a model framework for its evaluations of the effectiveness of food safety risk management programs in NSW.

The logic for the program is illustrated below:

Logic of the framework sets statutory objectives based on community needs. These determine the desired outcomes. Each of these areas helps with assessment of 'appropriateness'. 'Effectiveness' and 'efficiency' are assessed from how well the desired outcomes match the inputs on which risk management activities are based, and the outputs and larger outcomes produced.

The evaluation framework is a generic model that includes:

  • an outcomes hierarchy
  • planning examples
  • data collection methods
  • communication standards
  • continuous improvement, and
  • reporting.


It also includes a schedule of work proposed to be undertaken from 2008 to 2012.
